Program Development Associate

I. GENERAL INFORMATION:
TechnoServe, Inc. (www.technoserve.org) is an international nonprofit development organization founded in 1968. Its mission is to help entrepreneurial men and women in poor rural areas of the developing world to build businesses that create jobs, income and economic opportunity for their families, their communities and their countries.



II. PRIMARY PURPOSE:


  • Provide programmatic, administrative and human resource support on proposal development (with particular reference to US public donors and large foundations) to Development Division, country and regional offices
  • Assists in regular updating of key proposal inputs
  • Supports benchmarking, best practice sharing and ongoing improvement of new business development tools/processes
  • Supports intelligence gathering and contact management with donors and partners
  • Provides regular reports and updates on program development and revenue generation for new business to various internal departments

III. DUTIES & RESPONSIBILITIES:


Program Development

  • Support intelligence gathering efforts on US and other public and foundation donors
  • Attend donor and practitioner meetings on foreign aid trends, functional topics related to TNS strategic plan
  • Conduct benchmarking studies/tracking on TNS competitors
  • Help manage key contacts, and opportunities with prioritized donors and partners, both current and potential, focusing on U.S. public organizations and foundations, and including European and multinational public agencies as well
  • Support Director, Program Development in monitoring external best practice in proposal/program development and tracking internal performance
  • Conduct desk and field research and backstopping as required to support new programs

Human Resources Related to Proposal Development / HR

  • Manage proposal/program consultant database both for program developers/proposal writers as well as potential field staff for proposals – in close cooperation with HR dept.
  • Lead outreach and communication with potential consultants for program design and proposal development support
  • Support consultant and potential staff recruitment for proposals

Proposal Development

  • Provide administrative and program support to Development Division team to collaborate with regional directors, country directors, new business development managers, and technical consultants to develop and deliver concepts, strategies, and innovative ideas for expressions of interest
  • Support proposal development for international economic and agricultural development concept notes or proposals to U.S. government agencies (USAID, USDA, and MCC) and foundations including:
    1. Provide administrative and proposal management support to field and Development Division teams in proposal development
    2. Integrating and assembling final proposals for submission
    3. Revise or develop and update corporate capability, project past performance reports, and other boilerplate technical proposal content, templates and tools
    4. Develop or support development of statutory documents, CVs, cost proposal inputs and other proposal inputs
    5. Editing/formatting proposals, concept notes
    6. Other services as required prior to submission or for proposal revisions as requested by donor
    7. From time to time, as capability develops, play lead proposal writer role on specific assignments
  • Support preparation, development and/or negotiation of teaming agreements
  • As requested, support proposal team through the proposal development process to successful completion

Working with Operational Divisions

  • Support Director, Program Development in working with operational division teams in annual public sector and foundation fundraising planning, with specific targets, strategies and responsibilities across headquarters, divisions and countries
  • Participate in monthly calls with operational divisions
  • Contribute to maintenance of new business pipeline and wins/losses and lessons learned database

Reporting

  • Support in providing regular reports and updates on program development and revenue generation for new business development and senior management teams, Country Directors and/or the Board


IV. KNOWLEDGE & EXPERTISE:

  • A Masters degree in international relations, economics, business or other related field
  • At least 2 years of work experience working in a new business development team in a high performing international development organization; experience in economic development work preferred
  • Experience on USAID proposal development a must
  • Must be detail oriented, with strong organizational and writing skills
  • Must possess strong editing/proof-reading skills and abilities to ensure production of documents that are clear, concise and grammatically correct
  • Proven team player with strong interpersonal and cross-cultural skills
  • Excellent PC skills in Word, Excel, PowerPoint
  • Proven ability to anticipate demand, manage multiple tasks/projects and meet tight deadlines
  • Ability to speak Spanish a plus
