II. Program Description:
TechnoServe has been working in Haiti since 2009 and is registered as a foreign NGO working in Haiti. We currently have three projects where we work with smallholder farmers, farmer groups and small businesses. TechnoServe has a staff of approximately 90 people in Haiti. Our head office is situated in Port au Prince, and we have three field offices in the Artibonite and Centre Departments.
The mango program started in September 2010 and is funded through August 2015 (five years). The Program is funded by the Coca-Cola Company, Inter-American Development Bank, USAID, Soros Economic Development Fund, and Clinton-Bush Haiti Fund, as well as private donors. The objective of the program is to double the income from mango of 25,000 Haitian farmers. The program is targeting mango-producing areas of the Centre and Artibonite departments of Haiti.
Currently starting its 4th year, the project is highly focused on achieving and where possible exceeding its core objectives, including specific goals of farmer organization into Producer Business Groups (PBGs), mango production, and sales, which the project expects will result in increasing mango farmer incomes. The project team consists of (in hierarchical order) 52 Technical Advisors (Animators), 8 business advisors, four programmatic managers (training, production, field manager, monitoring and evaluation) and a Project Manager.
III. Position Description:
TechnoServe Haiti’s Mango Program recognizes that the ambitious targets which have been set can only be achieved through a well-orchestrated and coordinated delivery of services to project beneficiaries. In this context, the project is looking for a professional to provide support the project’s operations in the role of Project Support Officer (PSO). The PSO role will include preparing and ensuring timely execution in collaboration with the project manager and local accounting team of consultant contracts, payments, procurement requests, the preparation of program and financial reports, overseeing management of the field offices, and assisting in the preparation of budgets. The position may be requested at times to assist with special project activities, such as coordinating with trucking services, freight forwarders, to achieve specific project objectives.
1. Field office oversight:
a. Ensure timely maintenance and repairs
b. Ensure timely follow-up of regular services and bills, including but not limited to electricity, generator fuel and maintenance,
c. Verify field office petty cash reports and ensure they are submitted by the 26th of each month.
d. Monitor and audit field office inventory
2. Project Procurement
a. Ensure consultant files are complete per donor requirements, and prepare any necessary or missing documents
b. Coordinate between project staff and administration to ensure procurements and payments are made on time, and that vendors receive payment including checks in a timely fashion
3. Project Management Support
a. Prepare monthly spend against budget reports
b. Assist the project manager to develop budgets and cash projections
c. Assist the project manager to prepare donor financial reports and projections
d. When necessary, assist the M&E manager to ensure timely and complete statistics on project activities
e. Assist the project manager to draft donor reports
The PSO will report to the Project Manager. However, there will be important lateral relationships with the project managers. The project support officer will play an essential role in keeping the project moving forward.
Field Manager: The PSO will assist the training manager to administer field staff contracts, ensure timely expense reimbursements, and help prepare other service contracts and purchase orders for approval by the Project Manager.
Training Manager: The PSO will assist the training manager to prepare budgets and correctly evaluate available funds and budget lines for training activity costs. In addition, the PSO will ensure that checks and payments are prepared in advance of the training activity, and all supporting documentation is collected from the training manager.
Production Manager: The PSO will assist the production manager to create and regularly update a procurement plan, coordinate transportation of equipment and purchased goods, and ensure timely payment of vendors for production activities.
M&E Manager: The PSO will work closely with the M&E manager to draft reports for donors and other internal and external stakeholders, ensuring data and statistics are accurate and complete.
